开发区是承载城市功能拓展和经济发展的重要载体。随着城市规模扩张和产业结构调整,早期开发的、靠近城市甚至融入城市的开发区走上了“二次创业”的更新之路。然而在更新过程中,由于涉及土地产权协调及更新成本高等问题,更新工作面临困境。本研究通过对公私合作理念的探讨,剖析了公私合作应用的可行性,并在总结工业地块更新的三个类型的基础上,针对性地提出了相应的公私合作更新模式,为破解开发区工业地块更新难题提供了新思路。
開髮區是承載城市功能拓展和經濟髮展的重要載體。隨著城市規模擴張和產業結構調整,早期開髮的、靠近城市甚至融入城市的開髮區走上瞭“二次創業”的更新之路。然而在更新過程中,由于涉及土地產權協調及更新成本高等問題,更新工作麵臨睏境。本研究通過對公私閤作理唸的探討,剖析瞭公私閤作應用的可行性,併在總結工業地塊更新的三箇類型的基礎上,針對性地提齣瞭相應的公私閤作更新模式,為破解開髮區工業地塊更新難題提供瞭新思路。
개발구시승재성시공능탁전화경제발전적중요재체。수착성시규모확장화산업결구조정,조기개발적、고근성시심지융입성시적개발구주상료“이차창업”적경신지로。연이재경신과정중,유우섭급토지산권협조급경신성본고등문제,경신공작면림곤경。본연구통과대공사합작이념적탐토,부석료공사합작응용적가행성,병재총결공업지괴경신적삼개류형적기출상,침대성지제출료상응적공사합작경신모식,위파해개발구공업지괴경신난제제공료신사로。
The development zone is an important carrier of city function expansion and economic development. As the city scale expansion and the industrial structure adjustment, the development zones which are in early development, close to the city and even into the city are in transition, they are starting "the second enterprising" renewalmovement. However, the dififculties of land property rights coordinating and the high renewal costsmake the renewal difficult to promote. By introducing Public-Private Partnerships, this research analyzes the feasibility of Public-Private Partnerships, and puts forward the corresponding specific renewalmodes on the basis of summarizing three renewal types. It provides a new idea which solves problems in the renewal of industrial lands.
