为了促进规划环评理性科学地发展，通过开发区规划环评实践，学习规划环评导则总纲，总结出规划环评工作的重点为基础调查、支撑分析、要素论述、调整意见等4个方面。环境和生态实地调查是环评的基础，规划支撑分析的要点是政策法规的符合性、主体功能的协调性和承载力的适宜性，7个规划要素的环境合理性论述是环评的主轴和重点，调整意见的科学性及可操作性体现了评价的作用。提高自身环保意识并以先进理念为指导是做好环评的需要。

In order to promote the rational and scientific development of planning environmental impact assessment ,through the practice of environmental impact assessment of development zone planning ,the EIA guideline is learned and four key points of planning EIA work are summed up ,including basic investigation ,supporting analysis ,elements discussing and suggestions adjusting .Environmental and ecological field survey is the basis of the EIA and the main points of the analysis of the planning support is the conformity to the policy and regulations ,the coordination of the main body function and the suit-ability of the bearing capacity .The main axis and focus of the EIA are comprehensive exposition of the seven elements of the environment and the role of the evaluation is reflected in the scientific and operational of adjustment suggestions and counter-measures .Improving our own environmental awareness and regarding advanced ideas as a guide is the need to do EIA well .
