从1976年粉碎“四人帮”到1978年党的十一届三中全会召开前，我国科技文化建设开始从文化大革命的阴影中逐渐走了出来。是时，在孕育着新时期科技现代化发展转化契机的同时，由于“极左”的思想依赖惯性还在起作用，使得我国科技文化建设实际处于某种迷失状态，在一定程度上延缓了国人从文革造成的灾难中走出来的进程。
