在我国社会经济发展已经进入“新常态”的背景下，京津冀地区的协同发展既是难得的机遇，同时又在经济发展接近环境容量上限的情况下，对政府的现代化治理提出了严峻的挑战。近年来，京津冀地区发展面临严峻的生态环境压力，地区间协同发展的必要性很强、空间很大。在市场对资源配置过程中起决定性作用的前提下，要避免人为制造“税收洼地”，通过设立财政发展专项基金、促进地区横向转移支付以及创新地区税收分享机制，促进京津冀地区协同发展。

재아국사회경제발전이경진입“신상태”적배경하，경진기지구적협동발전기시난득적궤우，동시우재경제발전접근배경용량상한적정황하，대정부적현대화치리제출료엄준적도전。근년래，경진기지구발전면림엄준적생태배경압력，지구간협동발전적필요성흔강、공간흔대。재시장대자원배치과정중기결정성작용적전제하，요피면인위제조“세수와지”，통과설립재정발전전항기금、촉진지구횡향전이지부이급창신지구세수분향궤제，촉진경진기지구협동발전。
With social and economic development entering a “new normal”in China,the collaborative development of Beijing,Tianjin and Hebei is not only a rare opportunity but imposing a serve challenge on the modern governance of goverment while economic develop-ment approaching to the capacity maximum of environment.In recent years,the development of Beijing,Tianjin and Hebei is facing se-vere ecological stress,and the need for coordinated development among different regions is very urgent.In the context of the market's playing a central role in the resource allocation,we should avoid artificially creating“tax depressions”,and should promote the coordina-ted development of Beijing,Tianjin and Hebei by establishing a special fiscal fund for development and promoting regional horizontal transfer payment as well as innovating revenue -sharing mechanism.
