吉登斯运用现代性理论，从制度、主体与行动三个维度系统论述了“积极福利”的思想。在应对人口老龄化挑战方面，它启发人们制定如下措施：组织专家走进社区开展健康巡讲活动，培育和提升老年人的健康意识；推广并普及“积极老龄化”观念，培育积极能动的老年主体；通过大众传媒宣传以及出版健康类图书，普及公民健康知识，改变其日常行动。

Using the modernity theory, Giddens thoroughly discussed the thoughts of positive welfare from the points of system, subject and action. It gave us inspiration to formulate the measures of dealing with the aging of the population. Firstly, we should organize the experts to get into the community to give lectures to people in order to improve their health consciousness. Secondly, we should spread the ideas of positive welfare to cultivate the active subject. Thirdly, we’d better publish more books and magazines to improve people’s health knowledge in order to transform their everyday actions.
