企业创办的科技期刊，由于多种原因，未能申请到公开发行刊号，很多属于内部刊物，在创精品期刊上有诸多不易。以科技期刊《航空动力技术》为例，提出要以精品期刊办刊要求为准绳，树立精品意识，力办特色期刊，不断提升编辑业务能力；同时指出：提升内刊学术、技术水平，是提升期刊技术质量和出版水平，把科技期刊办成精品的必由之路。

Very often asci-tech journal sponsored by enterprise,for various reasons,failed togain anofficial public offering serial number and thus becamean enterprise publication,making it difficult to develop into an excellent journal. Setting Sci-ence and technology journal“Air Power technology”for example,the paper proposed to makethe requirements of top Jour-nals as the yardstick,establish quality awareness,strengthen characteristics of journals and improve the operational capaci-ty of editor;also the paper pointed out:improving the academic,technical level of the journal is the only way todevelop the journal into a top one.
