随着市场的发展和改革推动，辽宁省产业集群发展在数量、规模上都取得很大突破，但“聚而不集”“集而不群”的准集群现象还很普遍。进一步推进产业集群发展，应该转变观念，战略把握辽宁在禀赋、区域结构、发展阶段、分工体系的特点和优势，从政府和企业两层面，改善环境，提高集群度，增强创新能力，以产业集群突破性发展带动经济提升。

With the development of market and the improvement of reform, the industrial clusters in Liaoning province have made a great breakthrough in quantity and scale, but the problem of"gathering without being together", and"gathering without being in a group" still exists. To fur-ther promote the development of industrial clusters, those industrial clusters should change their thoughts, grasp the characteristics and advantages of Liaoning in endowment, regional structure, development stage, division of labor system, and better the environment, intensify the degree of clustering, enhance innovation capability, and propel economic development by having a break-through in industrial clusters from the levels of government and enterprise.
