当前国内外经济形势的新变化使传统对外开放优势不断弱化，要实现对外开放的进一步发展，必须以优化对外开放环境为抓手，培育对外开放的环境优势。针对河南省来说，要采取适当措施，构建综合交通运输体系，形成交通运输优势；打造舒适宜居的人居环境和开放竞争的人才机制，创建务实高效、服务为本的政务平台；营造产业集聚发展的良好氛围以及着力优化市场竞争机制；规范市场竞争秩序，促进河南省对外开放的广度和深度。

The opening-up environment must be improved to achieve environment advantages in order to real-ize the further development of opening-up.For Henan province,adequate measures must be taken to build a com-prehensive transportation system for transportation advantages,create comfortable living environment and competi-tive talent environment,create pragmatic and efficient,service-oriented administrative environment,create favor-able environment for the development of industrial agglomeration,improve market competition environment and reg-ulate market competition order.The breadth and depth of opening-up is promoted by the improvement of opening-up environment in Henan province.
