基层图书馆在构建现代公共文化服务体系中的发挥着重要地位和作用,随着时代发展科技进步,图书馆的文献信息收集、整理、保存、传播等基本职能固然要巩固加强,但培养百姓阅读习惯、倡导学习型城市等社会职能对新时代的图书馆提出了更高的使命.如何适应在推进"书香社会"的时代,发挥其优势,满足社会大众的需求,是公共图书馆义不容辞的责任.本文试图通过理论与实践结合的方式来探讨基层图书馆的服务模式发展思路.

Primary-level library plays an important position and role in the construction of modern public cultural service system. With the development of scien-tific and technological progress, literature information collection, collation, storage, communication and other basic functions of the library is of course should be consol-idated, but a higher mission of the new era is put forward, as cultivating the reading habits of the people, promoting learning city and other social functions of the library. How to adapt to the era of"promoting scholarly society", take the advantages of primary-level libraries, and satisfy the demand of society, it is a bounden duty for the public library. This paper attempts to discuss the development thought of the service model of primary-level libraries through practice and theory.
