作为低碳城市建设的基本单元和重要载体,低碳社区建设已成为当下中国践行低碳经济和低碳社会的必然选择.通过对山东省潍坊市低碳社区示范项目的调研得知,政府在低碳社区建设中的主导职能弱化,未能充分发挥其应有的主导作用.主要是因为低碳社区建设中政府存在"低碳"理念不坚定、履行主导职能的制度缺失、采取的低碳化措施不协调、没能充分调动自治主体的主动参与意识等问题.因此,需要推动行政法制转型,完善相关法律制度,引导多方主体共同参与、协同行动,建立激励惩罚与引导机制,以增强政府的主导职能,从而促进和保障我国低碳社区建设的顺利实现.

As the basic unit and an important carrier of low-carbon urban construction,low-carbon community construction has become an inevitable choice for China today to practice low-carbon economy and society. The survey on the low-carbon community demonstration project of some areas,such as Weifang city,Shandong province,shows that the government-led functions in construction of low-carbon community is weakened,which fails to fully play its role. That's maily because "low carbon" concept of the government is not strong,low-carbon system is not in place,low carbon measures are uncoordinated, and the government fails to stimulate the consciousness of participation of plural subjects and so on. Therefore,we need to promote the transformation of administrative law, perfect the relevant legal system,encourage multi-participation and co-ordinated action,establish incentive-punishment mechanism and guide mechanism, to enhance the government's leading function,so as to promote and guarantee the smooth realization of the low carbon community construction in our country.
