本文构建了生态文明城市评价指标体系框架和社会经济化发展评价指标体系框架，寻求生态文明视角和“一带一路”战略构想下哈大齐工业走廊发展的博弈拐点，为推动创新机制下黑龙江省重点扶持的规划性工业经济园区—哈大齐工业走廊实现新常态发展提供了良好的启示和思考。
本文構建瞭生態文明城市評價指標體繫框架和社會經濟化髮展評價指標體繫框架，尋求生態文明視角和“一帶一路”戰略構想下哈大齊工業走廊髮展的博弈枴點，為推動創新機製下黑龍江省重點扶持的規劃性工業經濟園區—哈大齊工業走廊實現新常態髮展提供瞭良好的啟示和思攷。

We should construct evaluation framework not only concerned with the ecological and civilized city, but also social and economic development. In quest of the gaming point between the vision of ecological civilization and the strategic scheme called“Along the way”, it provides a good inspiration and reflection that we'd better promote the realization of the new-normal development of this, an industrial economic zone named Harbin-Daqing-Qiqi-har Industrial Corridor supposed crucially by Heilongjiang Province under the innovation-driven mechanism.
