在集中连片特困地区开展移民搬迁已成为新常态下精准扶贫最为有效的一种实现形式。以“避灾减贫”为特色、兼顾多维目标的陕南地区大规模避灾移民搬迁安置政策要进一步提升其综合效应，至少要在以下方面进行完善：深化山区移民搬迁安置活动要借助“高位推动”；为更好地实现公平有序以及“搬得出”，移民搬迁安置应坚持“精准搬迁”；为确保移民搬迁群众能够“稳得住”，创新管理和精细化管理不可或缺；通过“精确施策”增强移民发展的可行能力，推动“能致富”目标的尽早达成。
