同一生产要素对不同产业发展具有不同作用，因此，准确测算产业集聚度需从生产要素角度入手。通过探讨生产要素集聚与产业集聚内在机制，论证生产要素集聚度能够充分反映产业发展水平；构建生产要素的产业发展面板数据模型得到生产要素的产出弹性差异，赋予生产要素在测算产业集聚度时相应的要素权重；结合相关产业各生产要素集聚度与生产要素权重，综合测算产业集聚度；以我国纺织产业为例，进行实证分析。

〔Abstract〕 The same production factor has different effects on different industries , so it is necessary to estimate the industrial ag-glomeration from the perspective of production factors . By analyzing agglomeration of production factors and industrial agglomeration mecha-nism , this paper demonstrates that agglomeration of production factors can fully reflect the development of industry . In addition , this paper constructs the industrial panel data model of factors production to get the elasticity differences of production factors output , and gives the corresponding weights of production factors which are used in industrial agglomeration measurement . According to each industrial agglomer-ation of production factors and the weights of production factors comprehensively measure industrial agglomeration degree . At last , this pa-per takes an empirical study on the textile industry .
