传统“摊大饼”式的城镇化推进对土地资源产生“挤出效应”，随着城镇化进程的加快势必对耕地资源的综合利用构成了强约束。本文以云南省推进“山地城镇化”为案例，运用相关性分析、协整分析和回归分析对城镇化推进与耕地集约利用的影响进行了系统研究。结果表明，“山地城镇化”政策出台前（第 I 阶段：2000～2010）城镇化水平的提升对耕地集约利用有着明显负相关关系，“山地城镇化”政策出台实施后（第 II 阶段：2011～2013）城镇化推动与耕地集约利用的矛盾有所缓解，出现了“双赢”局面。下一阶段，如何将云南这一单一探索深化为可推广模式、如何降低城镇化的成本依然是我国资源管理面临的紧迫任务。

With the acceleration of urbanization,the traditional expansive way,which has led to a crowding -out effect on the use of land resources,will surely impose constraint force on comprehensive exploitation of the cultivated land.Based on the ex-ample of the highland urbanization in Yunnan province,this paper systematically studies the relations between the level of urban-ization and the agricultural acreage by the means of corelation analysis,co -integration analysis and regression analysis.The re-sults show that the improvement of urbanization level has a significant negative correlation with the intensive use of cultivated land before the implementation of upland urbanization policy(2000 -2010).Then with the carrying out of the upland policy(2011 -2013),the conflict has been alleviated,and a win -win situation emerged.In the future,we need to explore how to extend the unitary pattern in Yunnan to the universal stage,for how to reduce the cost of urbanization is still the urgent task for the resources management in our country.
