大湄公河次区域（GMS）作为“一带一路”战略交汇地，在该战略发展中有着不可替代的重要性和特殊性。其合作不仅包括农业、物流、资本、信息技术等，还包括人员流动、人员聚集等要素合作，以加强各成员间区域合作与多向联系。本文在分析 GMS 国家人口结构与特征、人口转变价值判断等指标的基础上，提出“GMS 升级版”人口发展战略应加快开发人力资源，加快次区域人口与经济社会发展等功能性合作，为推进“一带一路”在东南亚的合作与发展奠定坚实基础。

The Greater Mekong Sub -regional Cooperation (GMS)as the crossroads of the “One Belt and One Road”(OBOR)strategy is playing an irreplaceable and special role in the strategic development.The cooperation includes not only ag-riculture,logistics,capital,information technology,but also the flow of personnel,personnel aggregation to strengthen the inter-regional cooperation and multi -lateral ties.In this paper,a upgraded GMS of demographic development strategy is introduced based on analysis of the GMS countries population structure and characteristics,demographic transition andvalue judgment.The GMS countries should accelerate the development of human resources and speed up functional cooperation in population,econom-ic and social development,so as to lay a solid foundation for the cooperation and development of OBOR in East Asia.
