Starting from the public buildings' negative externalities resolving principle,the paper builds a negotiation model to analyze the coupling mechanism of the public building energy efficiency transaction and the market controlling mechanism. The results show that price and limits are the core of controlling the transaction market,reasonable institutional framework is the key of promoting transaction. On the basis of the above analysis,provides suggestions for the extension of transaction mechanism of public building energy efficiency.
