对宁波市城市医院与基层医疗机构分工协作现状进行了抽样调查与分析，结果发现，宁波市样本地区2008-2012年卫生资源呈明显增长趋势，建立固定双向协作关系的医疗机构占87.81%，分工协作形式以松散型管理为主，协作范围以城市医院与基层医疗机构之间的部分科室合作为主，双向转诊率为2.14/万，以上转为主。结果提示，宁波市双向转诊机制并未有效发挥其调节医疗资源合理配置的作用，建议进一步加强医疗机构分工协作机制建设和服务能力建设。
대저파시성시의원여기층의료궤구분공협작현상진행료추양조사여분석，결과발현，저파시양본지구2008-2012년위생자원정명현증장추세，건립고정쌍향협작관계적의료궤구점87.81%，분공협작형식이송산형관리위주，협작범위이성시의원여기층의료궤구지간적부분과실합작위주，쌍향전진솔위2.14/만，이상전위주。결과제시，저파시쌍향전진궤제병미유효발휘기조절의료자원합리배치적작용，건의진일보가강의료궤구분공협작궤제건설화복무능력건설。
The current situation of division of labor and cooperation between urban hospitals and basic medical facilities in Ningbo City was investigated and analyzed. The results showed that health resources showed a growing trend between 2008 and 2012. There were 87.81% medical facilities which has established a fixed two-way collaborative relationships. The division of labor was based on loose management in the departments between urban hospital and basic medical facilities. Its two-way referral rate was 21.4 per thousand. The results suggest that two-way referral system didn't play an effective role to distribute medical resources. It was recommended to further strengthen division of labor mechanism construction in the medical facilities and service capacity building.
