研究目的:归纳分析国内外城市雾霾治理的经验和进展,剖析土地利用空间冲突与城市风道在该领域的应用,进而寻求优化城市雾霾管控路径.研究方法:文献研究法,比较分析法.研究结果:(1)城市风道是空气流通的主要廊道,与城市土地利用结构密切相关;(2)运用土地利用空间结构和城市风道相耦合的方法是治理城市雾霾的有效途径,但在实践中常被忽视;(3)目前杭州城市空间结构和土地利用结构对城市风道的形成有多种不利因素,存在着冲突,需要开展城市风道体系的优化与重构研究.研究结论:通过城市风道的优化与重构来管控杭州城市雾霾,是可行且有效的,是新型城镇化发展的有效路径之一.

The purpose of this paper is to summarize the research process and experience on urban haze governance and to explain the way to apply land use spatial conflict and urban air duct in this domain, so as to seek an optimizing path for urban haze management and control. Methods of literature review and comparative analysis are employed. The results shows that 1) Urban air duct is a main corridor for air circulation in city. It plays an important role in dispersing the haze. And formation and construction of air duct is closely related to land use spatial structure; 2)Adjusting land use spatial structure and urban air duct are an efficient way to control urban haze, but it was often ignored in urban management practice in the past-time, 3) Currently, Hangzhou's urban spatial development and land use spatial structure exist a variety of adverse factors on building urban air duct, which shows that study on urban air duct system is needed. The conclusions are that optimization and reconstruction of urban air duct to control urban haze provides a new perspective to governance haze weather for Hangzhou, which is feasible and effective. Also, it is one of the effective paths for Hangzhou new urbanization.
