目前,我国部分医疗美容项目如美容文饰术,对比一级医疗美容项目穿耳孔术,存在医疗或生活美容的性质定位不合理、相关法律法规不完善等问题,导致卫生行政人员在执法过程中,无据可依、监管困难.且美容文饰术、穿耳孔术属较普遍实施的美容外科手术,受众广泛,如不严格规范将对公众卫生安全影响甚大.调整医疗美容管理目录、明确生活美容与医疗美容之间的界限、细化相关法律法规,是解决此类问题的关键.

At present,some medical cosmetic projects in China,such as tattooing(including tattooing eyebrow、lid margin、lip)which compared with ear-piercing,are not reasonable in definition of cosmetics and not complete on relevant laws and regulations.As a result,the medical and health administrators faced many difficulties when supervising cosmetics organizations.Moreover,if we could not take these kinds of cosmetics projects in control,will the above projects influence our public health. Therefore, it's crucial to adjust medical cosmetology management directory,clear the boundaries between medical and non medical cosmetics and refine the related laws and regulations.
