社会治理背景下的高校哲学社会科学研究，应当依靠法治及制度创新来构建共同治理的模式。我国以往的相关制度主要是“管理”型的，因此，今后高校哲学社会科学研究制度建设的重点应当在“引导”性制度、“运行”性制度、“监管”性制度的体系上。其途径首要的是加强相关立法，并进行法律制度创新，将制度建设与治理体制的构建紧密结合起来；同时完善配套机制。

사회치리배경하적고교철학사회과학연구，응당의고법치급제도창신래구건공동치리적모식。아국이왕적상관제도주요시“관리”형적，인차，금후고교철학사회과학연구제도건설적중점응당재“인도”성제도、“운행”성제도、“감관”성제도적체계상。기도경수요적시가강상관입법，병진행법률제도창신，장제도건설여치리체제적구건긴밀결합기래；동시완선배투궤제。
Under the background ofsocialgovernance,the study of philosophy andsocialscienceinhigher learning institutionshas torely onthe rule of law andinstitutional innovationto constructthe co-governance model. Therelevantsystemsin Chinaused to be chieflythe "management" type. Therefore,the futuresystem constructionhas to focus on the"guide","run" or "supervision"systems. Thefirstwayisto strengthen the relevant legislation andinnovae thelegal system.Theconstruction ofinstitutionsandgovernancesystemare closelyintegrated. Meanwhile,the matching mechanismalsoneeds improved.
