基于宏观数据的视角,建立了就业质量的评价指标体系,运用熵权法对各指标进行赋权,并根据权重和历年的标准化得分,计算了辽宁省2001-2012年就业质量指数。发现:劳动报酬、就业能力、劳动关系对就业质量的影响较大;辽宁省总体的就业指数不高;辽宁省的就业质量指数经历了2003-2005年和2009-2010年两个快速增长的阶段和2007年的快速下跌,2012年辽宁省就业质量指数为最高。要提高辽宁省的总体的就业质量指数,需增加对劳动者的技能培训,建立劳动者工资增长的长效机制,促进失业者的及时再就业,减少劳资纠纷的发生。

Based on the macro data, this paper sets up the evaluation index system of employment quality. We use entropy method to weight each index, and make a calculation of employment quality in Liaoning province from the year 2001 to 2012 by the standardized score. It is found that the influence of wages, employment ability and labor relations on employment quality is large. The overall employment quality index of Liaoning province is not high. The employment quality index in Liaoning province had experienced a rapid decline phase in 2007 . But it also experienced two rapid growth phases from the year 2003 to 2005 and from the year 2009 to 2010 . The employment quality index of Liaoning Province was the highest in 2012 . In order to improve the overall employment quality index in Liaoning province, the government should increase the workers’ skills training, establish the long?term mechanism of wage growth, promote the re?employment of unemployed in time, reduce the occurrence of labor disputes.
