政府主导的银行融资体制无法适应经济发展新常态，适应经济发展新常态要求发展民间融资。民间融资风险治理对当前的风险治理理念、治理体制、治理规则体系和治理方式形成了挑战。为适应经济发展新常态，治理民间融资风险，需要树立寓民间融资风险治理于自由发展的理念，构建多主体协作的民间融资风险治理体制，完善多元的民间融资风险治理规则体系，完善控制与服务并重的民间融资风险治理方式。

Because the government-led bank financing system is unable to accommodate the new normal of economic development , it is necessary to develop non-government financing. As a result, non-government financing poses challenges to the perceptions, mechanism, rules and methods of risk management. To accommodate the new normal of economic development, the risks of non-government financing should be managed in the following ways:management should be done based on the perceptions of letting it run its own course; a multi-agents cooperating system should be constructed;the multi-component rule system should be further improved;risk is managed without ignoring offering service.
