当前,我国学者对科技计划项目绩效研究多是从宏观角度来展开的,而按照分类评价的原则,对国家科技支撑计划农业领域项目绩效进行研究的还较少。根据“十一五”国家科技支撑计划农业领域项目的相关数据,通过主成分分析法对其项目绩效的影响因素进行分析,得出专利授权、动植物新品种培育和科技成果转化收入等是农业领域项目产出绩效薄弱环节的结论,并针对性地提出改进的措施。

Currently,most researches in China are analyzing science and technology plan projects performance from a mac-roscopic perspective,while there are few studies on the performance of the national science and technology support programs in agriculture field according to the classification assessment principle.Based on data related to the national science and technology support programs in agriculture field during the 1 1 th five year plan period,the paper has analyzed the factors af-fecting the performance of national science and technology support programs in agriculture field by using principal compo-nents analytic method,and concluded that getting patent license,breeding new varieties as well as generating incomes from scientific and technological achievements transferring are the existing weak points affecting the performance of national sci-ence and technology support programs in agriculture field.In the end,the paper puts forward some effective improvement measures for the existing problems.
