高校建设学习型服务型创新型党组织（以下简称“三型”党组织），是一项辩证统一的系统工程，长效机制建设是其中关键的一环，需要从建立健全组织领导机制、激励约束机制、考核评价机制和经费投入保障机制等方面加以保障，实现这一项基础性、战略性、历史性的任务，推进高校的科学发展。
高校建設學習型服務型創新型黨組織（以下簡稱“三型”黨組織），是一項辯證統一的繫統工程，長效機製建設是其中關鍵的一環，需要從建立健全組織領導機製、激勵約束機製、攷覈評價機製和經費投入保障機製等方麵加以保障，實現這一項基礎性、戰略性、歷史性的任務，推進高校的科學髮展。
고교건설학습형복무형창신형당조직（이하간칭“삼형”당조직），시일항변증통일적계통공정，장효궤제건설시기중관건적일배，수요종건립건전조직령도궤제、격려약속궤제、고핵평개궤제화경비투입보장궤제등방면가이보장，실현저일항기출성、전략성、역사성적임무，추진고교적과학발전。
The construction of the learning&service-type innovative Party organization in colleges and univer-sities, is a dialectical unity of systematic engineering, and the construction of a long-term mechanism is one of the key links, which is to be guaranteed by the improvement of the leadership mechanism, of the incentive &constraints mechanism, of evaluation mechanism and of fund guarantee mechanism and so on, so as to achieve this basic, strategic, historic task and to promote the scientific development of colleges and universities.
