It's elaborated that in the rural sewage treatment process,relevant theories provide premise and basis for mutual beneficiaries,namely the whole society which have become sewage disposal responsibility body.Therefore,it' s proposed that beneficiaries funding responsibility and its support,participation responsibility should be mutual in accordance with the basic requirements of scientific and rational allocation from the reality of rural sewage disposal.
