《国家中长期教育改革和发展规划纲要(2010-2020年)》(以下简称《纲要》)明确提出要办好开放大学后,电大系统迈开了向开放大学转型发展的步伐,湖南广播电视大学也在积极筹划转型发展事宜.通过对现行的构成湖南开放大学建设政策法规体系的文献进行分阶段研究和反思,提出完善湖南开放大学建设的政策法规保障建议,有一定的理论和实践参考价值.
《國傢中長期教育改革和髮展規劃綱要(2010-2020年)》(以下簡稱《綱要》)明確提齣要辦好開放大學後,電大繫統邁開瞭嚮開放大學轉型髮展的步伐,湖南廣播電視大學也在積極籌劃轉型髮展事宜.通過對現行的構成湖南開放大學建設政策法規體繫的文獻進行分階段研究和反思,提齣完善湖南開放大學建設的政策法規保障建議,有一定的理論和實踐參攷價值.

"Long-term Education Reform and Development Plan (2010-2020)"(hereinafter referred to as the"Program") made it clear to run after the Open University, TV system taking the steps toward restructuring and development of the Open University, Hunan Radio and Television University also actively planning the restructuring and development issues. Based on the existing literature constitute Hunan Open University building policies and regulations will be phased study and reflec-tion, put forward a sound Hunan Open University building policies and regulations to protect the recommendations, there is a theoretical and practical reference value.
