清代中后期，吏治败坏，社会矛盾日益加深，社会治安问题日益严重。清代州、县监狱设立专职管理，并实行男女异狱，同时按罪行轻重，实行不同的管理制度。各地知县为维护社会治安、实现县狱狱空目标而勤于治理。道光至同治年间，河南九通狱空碑即是河南地方官府治绩取得明显成效的历史见证，以刻石立碑形式将官府治绩公之于众，既起到了表彰作用，又强化了社会监督，表明州县社会治安状况关键在于人为。

청대중후기，리치패배，사회모순일익가심，사회치안문제일익엄중。청대주、현감옥설립전직관리，병실행남녀이옥，동시안죄행경중，실행불동적관리제도。각지지현위유호사회치안、실현현옥옥공목표이근우치리。도광지동치년간，하남구통옥공비즉시하남지방관부치적취득명현성효적역사견증，이각석립비형식장관부치적공지우음，기기도료표창작용，우강화료사회감독，표명주현사회치안상황관건재우인위。
In the middle and late part of Qing Dynasty, security problems were worse due to the official corruption and serious social security problem day by day. Some prefecture and county governors had yet made some achievements in the realization of no criminals in the jails for fine social orders with strict administration. A historical testimony is 9 monuments dedicated for no criminals in the jails during Tongzhi and Daoguang periods in Henan, In the form of official governance stela erected as an achievement to the public, it strengthened the social supervision, and also showed the administrator’s importance in the maintenance of social orders.
