道德是道德标准体系,也是社会控制机制,通过这种控制机制,核心价值观的内容能够转化为人们的人格理想、内心信念、优秀品质和行为准则。社会主义核心价值观的道德化是培育和践行核心价值观的必由之路。核心价值观的道德化既不同于核心价值观的法制化,也不同于核心价值观的政策化,其主要任务是构建体现核心价值观的道德体系。核心价值观的道德化,就其实质而言,就是要在全社会确立体现核心价值观的道德观,或者说培育和践行它,这是构建体现核心价值观道德体系的基础性和先导性工作。当前需要做的工作是,提高对培育和践行体现核心价值观的道德观之重要性的认识,在形成共识的基础上将其纳入道德教育的全过程,营造弘扬这种道德观的舆论氛围。

Morality is both a system of moral standards, and a mechanism of social control through which the core values can be transformed into people’s personal ideals, inner briefs, excellent characters, and rules of action. The moralization of the socialist core values is one of necessary ways to cultivate and practise the core values. The moralization of the core values differs both from its legalization and from its realization in policy, for the main task with which it faces is to construct the moral system to embody the core values. This moralization essentially is to establish the morality to embody the core values. This is the basis and prerequisite to construct the moral system to embody the core values. At present, our tasks are to deepen our understanding for the importance of cultivation and practice of the moral outlook to embody the core values, and, at the same time, to put the cultivation and practice into the whole process of moral education, and to build the circumstances to enhance this morality on basis of forming social consensus about the morality.
