德国"双元制"职业教育模式、美国自由市场模式、北欧政府重视技能培训模式是发达国家典型就业模式.我国在构建就业公共服务体系上,可以借鉴德国完备的法律体系保障职业教育、美国"一站式"的就业服务机构和数据库网络信息平台、北欧政府主导的技能培训等先进经验模式,同时应着重完善职业教育法律体系,加大财政投入力度,引导企业加大职业培训力度与经费投入,实时监控企业培训费使用效果,构建"互联网+就业"的信息交流平台,营造"职业教育重要性"外部环境,以此完善我国就业服务公共体系,提高我国就业水平.

The typical patterns of employment in developed countries include the dual-system of occupational education pattern of Ger-many, the free market system of the US, and the skill training pattern of Northern Europe countries. In building a public service system for employment, China could learn from Germany for its complete legal system in safeguarding occupational education, from the US for its one-stop employment service agency and online data platform, and from Northern Europe countries for the skill training pattern supported by the governments. In addition, the government should focus on improving the legal system for occupational education, intensify financial input, guide the enterprises to increase job training effort and budget, supervise training expense usage effect of enterprises, build an online platform for employment information exchange, and create the external environment facilitating occupational education. In this way, Chi-na's public service system for employment could be improved for a higher employment level.
