粮食作为社会的基础公共物品,它的社会效益远高于经济效益.近年来,由于产量的下降,国家开始对粮食主产区进行生产者补贴、区位补贴,并协调产销地区之间的利益机制.粮食主产区社会效益高、经济效益低、粮食产量高、财政收入低,这些因素影响了粮食生产能力的可持续发展.我国应健全国家种粮补贴政策,加快提高农民种粮收益,健全粮食主产区政府税收制度,加强粮食主产区财政投入,健全粮食主销区对粮食主产区补贴制度,加大转移支付力度,助推我国农业可持续发展.

As grain is a basic public necessity for a society, its social benefit is greater than the economic benefit. In recent years, with the declining of grain output, Chinese government provides producer subsidy, regional subsidy and adjust the mechanism to balance the bene-fit between producing and consuming areas. In the major grain producing areas, the grain output and social benefitarehigh, but the eco-nomic benefit and fiscal revenue are low. These factors impact the sustainable development of grain producing areas. China should improve the subsidy policies for grain producers, accelerate to raise the earnings of grain producers, sound the taxation system of major grain pro-ducing areas, and enhance fiscal input in the areas. The government should also improve the policy of subsidizing for major producing ar-eas from major consuming areas and intensify transfer payment for the sustainable development of China's agriculture.
