本文采用部属高校2002-2010年基本统计数据,基于教育产出的滞后效应和高校类型多样化因素对部属高校的办学质量和资源利用效率进行了评价,结果发现:(1)除少数高校在个别年份出现综合产出指数的异常波动以外,其余绝大多数高校都呈现出逐年稳步递增的趋势,这表明各高校积极改善办学条件、加强师资队伍建设和深化教学改革等举措有力地促进了学校教学、科研等水平的提高;(2)尽管分别有17%和23%的高校出现绩效指数持续上升和先下降后上升的 U 型变化趋势,但仍有38%和22%的高校分别出现绩效指数起伏不定和下滑的现象,这表明高校需要深入挖掘潜力,采取措施来提高人力、物力和财力资源的利用效果,政府部门也可以考虑将一部分教育经费实行绩效拨款,从而激发高校自觉提高经费使用效率的积极性。

According to the basic statistical data from 2002 to 2010 collected from the universities administrated by the Ministry of Education, this paper evaluates the educational quality and resource utilization efficiency of these universities based on the output lag effect and diversification of university types. Findings are that (1) Except for the abnormal fluctuations of comprehensive output index in a particular year for a small number of universities, most universities trends to steadily increase year by year. It also indicates that most universities have improved their level of teaching and research by taking such measures as improving educational condition, strengthening the construction of the faculty team and deepening the educational reform. Despite the performance indexes of some universities continuously increase accounting for 17%or present a U shape trend which decrease first ,then increase sharply accounting for 23%, there are also performance indexes with ups and downs trend or continuously declining, accounting respectively for 38%and 22% . The trends show that the universities need to further explore their potential and take measures to effectively utilize human resources, material resources and financial resources.For the government, it should consider to implement the funding policy based on performance evaluation to kindle the enthusiasm of universities for improving efficiency of related expenditure by intention.
