2011年上海开始开展绿叶菜成本价格保险。随后，在政府政策的支持下，蔬菜价格保险的试点工作取得了一定进展。但蔬菜价格保险在推进中存在一些问题，如，目标价格设定依据简单，缺乏相关基础数据；地方财政压力大，面临着巨灾风险；蔬菜价格保险有效需求不足；蔬菜价格保险产品设计没有考虑地区差异等。针对这些问题提出了建立并完善巨灾风险分散机制；构建信息数据网络，完善蔬菜数据体系；保险费率、保费补贴因地制宜；提高农户有效需求等建议。

Shanghai began to carry out the vegetable price insurance in 2011. Then, with the support of government policy, China's vegetable price insurance pilot work has gained some achievements. But vegetable price insurance had some problems in advance, such as simple target price setting condition and lack of basic data, local financial pressure facing catastrophes, inadequate effective demand for vegetable price insurance, the design of vegetable price insurance products without considering regional differences and other issues. We proposed to establish and improve mechanisms for catastrophe risk diversification, to build information data network and to improve the data system of vegetable, to set premium rates and premium subsidies with local conditions and to increase effective demand of farmers.
