慢性非传染性疾病（以下简称“慢性病”）防控逐渐成为医改的重要内容和突破口。文章分析了镇江市慢性病综合防控的主要做法与取得的成效。主要做法包括：完善基层医疗卫生服务网底，构建慢性病防控体系，创新基层医疗卫生服务模式，建立慢性病防控投入机制，规范重点慢性病管理。指出今后要在“三位一体”综合防控内涵、付费政策、配套措施、拓展重点病种等方面进一步深化完善。

The prevention and control of chronic noncommunicable diseases(NCDs)have gradually become the important part and breach of medical reform. This paper analyzed the main practices and some effects of comprehensive prevention and control of NCDs in Zhenjiang. The practices include:improving the mesh-bottom role of primary health care services,constructing the prevention and control system of NCDs,innovating the primary health care service mode,establishing the input mechanism of NCDs prevention and control as well as standardizing the management of major NCDs. In addition,the paper also pointed out that the connotation of trinity comprehensive prevention and control,payment policies,supporting measures,the development of major disease entities and other aspects should be further deepened and improved.
