建立覆盖城乡居民的基本医疗保障体系是医改的重要一环，而实现这一目标的重要途径在于我国三大基本医疗保险的整合。文章通过以兴化市、成都市和东莞市为例，总结我国现有基本医疗保险整合的“三元”、“二元”和“一元”模式，并对三种模式的实施方案、制度一体化和管理一体化等方面进行比较分析，以此为基础，提出“整合”的关键问题和建议，为进一步的研究和政策制定提供参考。

Establishing a basic medical insurance system that covers both urban and rural residents is an important element of health reform,and the way to achieve this goal is the integration of the three basic medical insurance schemes in China. This paper introduced the study that took Xinghua,Chengdu and Dongguan as examples, summarized the integration models of the three basic medical insurance schemes,namely“monistic model”,“binary model”and“ternary model”,comparatively analyzed these three models,including the implementation programs, institution integration,management integration and so on,and put forward the key issues and suggestions of the integration on the basis of the comparative analysis for further research and policy-making.
