发电机组一次调频功能是保证电网频率稳定的一项有效措施[1]。目前，国内火电机组一般都采用汽轮机转速作为一次调频功率指令，针对该现状分析认为：汽机转速尽管能够比较准确的代表电网实际频率，但不能反映电网的实际频率，对一次调频功能产生不利影响。本文提出采用电网实际频率进行一次调频，能够准确的反映实际频率变化，改善了传统方法存在的不足，提高了一次调频的精度。

The function of primary frequency generator is an effective way to guarantee the stability of power grid frequency. At present, the domestic thermal generating unit is generally adopts steam turbine speed as an primary frequency power command, analyses the present situation of think: although turbine speed can more accurate to represent a grid actual frequency, but it can't reflect the actual power grid frequency, harmful to a primary frequency function. In this paper, using the grid actual frequency on a frequency modulation, can accurately reflect the real frequency variation, improve the shortage of the traditional method to improve the precision of primary frequency control.
