为改进型号研制过程中通用质量特性标准的实施工作，结合型号研制标准化工作的经验，研究和探讨了通用质量特性的内涵；采用系统分析和综合评价等方法，对承制方实施标准过程中的工作重点，主要包括通用质量特性论证、标准实施的组织以及规划和设计、监督检查等内容，进行了分析和评价；总结得出强化和细化通用质量特性标准及其标准化要求的实施，有效促进了型号标准化的深入发展，并进而达到增强和改善武器装备的战术技术能力的目的；提出了改进通用质量特性标准实施的建议。

The essence of common quality characteristics is studied and discussed from an empirical per-spective in order to improve the implementation of common quality characteristic standards in the process of type development.An analytical evaluation of the key points in standard implementation is given,includ-ing the argumentation of common quality characteristics as wel as the organization,planning,design,and supervision of standard implementation.In addition,a summary of how to strengthen and concretize com-mon quality characteristic standards and the implementation of their standardization is offered to effectively enhance the deepening of type development standardization and the strategic and technological capabili-ties of weapon equipment.Suggestions for improving the implementation of common quality characteristic standardization are also included.
