随着农村经济和社会的发展，大量农村劳动力转移到城镇，农村土地承包经营权流转速度明显加快，发展适度规模经营已成为当前农村经济发展的必然选择。完善农村土地承包经营权流转制度，引导其规范有序流转，是今后农业农村工作中一项长期、艰巨而重要的任务。总结当前农村土地承包经营权流转中存在的突出问题，提出相应对策并分析未来的发展趋势。

With the development of rural economy and society, a large number of rural labors transferred to urban, and the transference rate of rural land contract and operation right increased significantly. The moderate scale operation has become inevitable choice for rural economic development. It is a long-term, arduous and important task in agricultural and rural work to improve the transference system of rural land contract and operation right and to guide their transference orderly. This paper summarized the current outstanding problems in the transference of rural land contract and operation right, proposed corresponding countermeasures and analyzed its trends.
