杭州市院前急救体系中存在管理体制不明确、急救网络体系不够健全、急救资源相对不足、急救能力与服务需求不适应等问题，影响到急救服务功能的发挥，必须以地方法规的方式予以规范。杭州市院前急救立法有充足的空间、一定的政策基础、良好的社会基础和经济基础，也有成功的经验可供借鉴，相关准备工作比较充分，具有可行性。
