现行的中国医生职称制度存在用行政性评定和人员管理办法替代专业评价和单位评聘、缺乏科学基础等问题,在一定程度上成为影响医疗服务体系效率与公平性的制度性障碍。改进该制度的关键是建立科学规范的职务体系,建立行业性的医生能力评鉴和晋等制度以及生涯管理制度,并在医疗服务的价值逐渐回归与实现的过程中,与薪酬制度的改革等共同构成对医生有效激励的系统组合。

현행적중국의생직칭제도존재용행정성평정화인원관리판법체대전업평개화단위평빙、결핍과학기출등문제,재일정정도상성위영향의료복무체계효솔여공평성적제도성장애。개진해제도적관건시건립과학규범적직무체계,건립행업성적의생능력평감화진등제도이급생애관리제도,병재의료복무적개치축점회귀여실현적과정중,여신수제도적개혁등공동구성대의생유효격려적계통조합。
The current physicians’ title system is going through the transfer from Administrative personnel control mode to industry -wide doctor practicing ability evaluation system.The current physicians’ title is facing challenges, namely dominant by the administrative assessment, rather than the professional evaluation and a lack of the scientific standard for the physician assessment , which has been regarded as the main ob-stacle for the fair and effective allocation of the medical service resources .The new physician competence evaluation should be based on the job e-valuation system for physician and establish the doctoral qualification system which is organized by the professional association and other social or-ganizations, covering the competency evaluation and the career development and management.This kind of evaluation system, combined with sal-ary system, will be effectively incentive to physicians along with the right evaluation the medical service.
