国民经济的现代化建设离不开水利现代化的保障，而水利信息化是水利现代化的基本标志和重要内容。针对洪涝灾害这一问题，本文提出了用于泄洪的基于结构化支持向量机（Structured Support Vector Machine）的联动技术。通过历史的洪涝信息训练学习模型，并根据观测到的水文信息对洪涝灾害进行预测，生成各水泵的工作策略向量。并根据该向量通过远程监控系统进行水泵的控制与调度，尽可能预防洪涝灾害。

The modernization of national finance steps along with the modernization of water conservancy project. The information of water conservancy is the first step of modernization. For flood discharge, this paper proposed a structured support vector machine linkage technology. With historical flood information through training and learning model, and based on the observed hydrological information for flood forecasting, this system will generate job policy vector for each pump. And based on the vector control and scheduling pump through the remote monitoring system, floods will be prevented as far as possible.
