重大项目是西藏推进跨越式发展的重要载体。项目数量多，投资金额大，它在促进西藏经济社会发展的同时，也蕴含着巨大的社会稳定风险。在全球步入风险社会、我国正处于社会转型期以及西藏特殊的自然与社会环境的时代背景下，西藏建立与完善社会稳定风险评估机制具有重要的理论与实践意义，源头治理创新了维稳新思维———实现了由传统的“救火、应急”维稳模式到“防火，预防”的转变，形成预防与化解社会矛盾的新举措，提高西藏各级政府的决策科学化与民主化，有助于西藏维稳长效机制的形成。

Major projects are the important carrier to promote the leapfrog development of Tibet. There are a large number of projects and a big amount of investment. As well as promoting the social and economical development in Tibet, they also contains a huge risk of social stability. In the time background that the world is stepping into risk society, China is in the period of social transition, as well as the special natural and social environment in Tibet, it is of important theoretical and practical significance to establish and perfect social stability risk assessment mechanism in Tibet. Source treatment has innovated the new idea of stability: realizing the transformation from traditional "fire fighting, emergency" to "fire prevention", thus forming new measures to prevent and resolve social conflicts, improving the scientific and democratic decision-making of the government at all levels in Tibet and it is conductive to the formation of long-acting mechanism of stability in Tibet.
