在全面质量管理理论视域中，新建本科院校教学质量监控应是一种全方位的质量管理方式，把全面质量管理作为教学质量监控体系的价值取向，是新建本科院校需要探究的论题。全面质量管理价值取向的教学质量监控体系具有教学要素监控的全面性，教学质量监控的全员性、持续性、规范性等特点；通过多元的教学质量监控组织，实施整个教学质量监控，形成上下工作衔接、左右协调贯通、运作有序的质量监控有机系统。
