陕北能源化工基地是以陕北丰富的能源矿产资源为依托,集能源资源开发、深加工和利用为一体,以发展能源化工的国家级能源化工基地.该区域位于毛乌素沙漠南缘及陕北黄土高原区,属内陆半干旱气候,水资源贫乏,水土流失和土地沙漠化严重,生态环境脆弱.煤炭等能源资源的高强度开发,使原本脆弱的生态环境不断恶化.在系统分析区内煤、油、气、盐等优势矿产资源资源赋存特及开发条件的基础上,研究区内土地资源、大气环境、矿产资源和水资源的承载能力,根据存在的问题,提出了区内能源资源可持续开发利用战略和相应的政策措施建议.
陝北能源化工基地是以陝北豐富的能源礦產資源為依託,集能源資源開髮、深加工和利用為一體,以髮展能源化工的國傢級能源化工基地.該區域位于毛烏素沙漠南緣及陝北黃土高原區,屬內陸半榦旱氣候,水資源貧乏,水土流失和土地沙漠化嚴重,生態環境脆弱.煤炭等能源資源的高彊度開髮,使原本脆弱的生態環境不斷噁化.在繫統分析區內煤、油、氣、鹽等優勢礦產資源資源賦存特及開髮條件的基礎上,研究區內土地資源、大氣環境、礦產資源和水資源的承載能力,根據存在的問題,提齣瞭區內能源資源可持續開髮利用戰略和相應的政策措施建議.

The northern Shaanxi energy chemical industry base relies on abundant northern Shaanxi energy mineral resources, can set energy resources exploitation, further processing and utilization as a whole to develop energy chemical industry, thus a state level ener-gy chemical industry base. The region is located on southern margin of the Mu Us desert and northern Shaanxi loess plateau. The area belongs to inland semi dry climate, a district poor in water resource, water and soil loss and land desertification is serious, thus entiron-mentally fragile. Intensive exploitation of coal and other energy resources made original fragile entironment steadily worse. The paper systematically analyzed coal, oil, gas, salt and other predominant mineral resources hosting features and exploitation conditions, studied land resource, atmospheric environment, mineral and water resources bearing capacity, according to existed problems put forward sug-gestions on the energy resource sustainable exploitation, utilization strategy and corresponding policy measures for the area.
