2015年中央一号文件提出，创新农产品流通方式，支持电商、物流、商贸、金融等企业参与涉农电子商务平台建设。农产品电子商务，作为农业提质增效转方式的重要途径，将会对农业的发展带来深刻的影响。山西是农业人口大省，农产品电子商务起步较晚，分析发展中存在的问题，提出从人才培养、农产品产业结构优化、物流及网络安全等方面推动农产品电子商务的发展，促进农业发展和农民收入提高。
