国家建设集体土地征收一般实行“又征又转”的征地政策，黄河下游“十三五”防洪工程淤区征地将采用“只征不转”模式。通过对“又征又转”和“只征不转”两种征地模式进行对比分析，认为黄河下游防洪工程采用“只征不转”征地模式是征地制度的改革和创新。
國傢建設集體土地徵收一般實行“又徵又轉”的徵地政策，黃河下遊“十三五”防洪工程淤區徵地將採用“隻徵不轉”模式。通過對“又徵又轉”和“隻徵不轉”兩種徵地模式進行對比分析，認為黃河下遊防洪工程採用“隻徵不轉”徵地模式是徵地製度的改革和創新。

The policy of “land acquisition changing the original land use” is generally implemented during collective land acquisition for national construction projects, while“land acquisition keeping the original land use” is implemented for short-term flood control works and the upcoming flood control works of the 13th National Five-Year Plan in the Lower Yellow River. Based on comparison of the aforementioned two ways of land acquisition, this paper presented that“land acquisition keeping the original land use”for flood control works in the Lower Yellow River is a reform and innovation.
