Central urbanization work conference marks that the artificial coring new urbanization will become an important development strategy in the future of China. Exploration of the new urbanization development path with far-reaching characteristics has great significance for the construction of the National Center City and promoting the comprehensive revitalization of Northeast China. This paper based on the analysis of the characteristics and need of the development of Shenyang under the national macro policy guidance, scientific judges of the development trend and the demand of the task of urbanization in Shenyang, adheres to the development concept of"people-oriented, space-supported, industry-driven force", guides rational population transfer and spatial distribution, improves the urban system, promotes industrial and spatial integration, strengthens support, improves the institutional mechanisms, explored a new urbanization development path according with the reality of Shenyang.
