市包括市本级和市的下一级，市本级是指市本身这一级，不包含市的下一个行政层级。宣城市长期以来，市本级与所属县（市）主次不分明，市本级所占全市经济比重远低于国际流行的首位城市应占该区域经济总量30％的标准，总体上首位度较低。如何提高城市首位度？如何找到城市发展新的引擎？本文通过对宣城市本级新常态下经济发展现状，存在的主要问题进行实证分析，进而为促进市本级经济发展，提升中心城市集聚辐射力、带动力，从而为推动全市经济大发展提出参考性建议。
