湖南省城镇化进程中农民工社会保障制度实施的现状主要表现为农民工社会参保率不理想,新型农村合作医疗制度广受农民工青睐. 存在的缺陷包括社保管理制度不适应城镇农民工社会保障的需求,农民工严重缺乏失业保障,现行户籍制度的缺陷导致农民工严重缺乏保障性住房. 美、英、德、日等国城市化进程中农民工的社会保障制度与政策,以及发展中国家印度城市化进程中农民工的社会保障制度值得借鉴. 完善农民工社保制度的主要措施是:建立全国统筹的社会保障体系,修订完善社会保障法规,加强社保法规执法力度.

The problem of implementing migrant worker's social security system in Hunan province mainly lies in the low social insurance rate, while the new rural cooperative medical care system is popular with migrant workers. Defects include the management of social security system does not meet the needs of urban migrant workers, serious lack of unemployment insurance, lack of affordable housing due to the defects of current household registration system. The social security system and policy in the process of urbanization in the United States, Britain, Germany, Japan and India can be used for reference. The measures to improve migrant worker's social security system are as follows: establish the national social security system as a whole; revise and improve social security laws and regulations, strengthen law enforcement.
