城乡协调发展是现阶段城乡一体化研究热点之一.本文通过构建城市与乡村综合发展的AHP指标体系,应用熵值法和耦合协调模型研究了湖南省城市子系统与乡村子系统耦合关系的演变趋势,并揭示了影响城乡协调发展的主要因子.研究结果表明:在指标体系内,人均GDP增长率、政府公共服务建设支出、农村机械化情况是促进城市发展程度与乡村发展程度的主要因素. 而在研究年限内,发现2002~2012年间湖南省城市系统协调度、乡村系统协调度、城乡发展协调度均呈递增趋势,其中城乡协调度指数从2002年的0.4257增加至2012年的0.7019,年增长率为5.898%,这表明了十一五期间湖南省在城乡统筹发展方面的成效,但城乡一体化目标的实现仍存在压力. 最后结合相关影响因子和测度趋势,本文提出了相关政策建议.

The coordinated development of urban and rural areas is one of the research focuses in the integration of urban and rural areas at the present stage. In this paper, we designed AHP index system of city and rural integrated development, applyed entropy method and the coupling coordination model to study the evolution tendency of the coupling relationship between urban and rural systems of Hunan, and reveals the main factors influencing the coordinated development of urban and rural areas. The research shows that growth rate of per capita GDP, the government's public service expenditure, mechanization in rural areas are main factors in urban and rural development. From 2002 to 2012, the research witnessed a steady growth of urban system coordination degree, rural system coordination degree and urban-rural development coordination degree in Hunan province, with the urban and rural coordination index increased at an annual growth rate of 5.898%, from 0.4257 in 2002 to 0.7019 in 2012, which affirmed the achievement, despite all the pressure in the cause of urban-rural integration, of the provincial government in balancing urban and rural development in the eleventh five-year plan. Finally, suggestions were put forward on relevant policies based on a combination of related factors and trend.
