政策移植失灵是民族地区教育优先发展中的一种客观事实存在，有着深刻的发生机理。从移植过程来看，政策移植失灵主要表征为移非所需、移植过程盲目化，移而不植、移植过程表象化；从移植结果来看，政策移植失灵主要表征为移植成本超出创新成本，实际效力低于预期效力。事实上，政策移植失灵的发生是由多维变量组合共同作用的结果，其中供需失衡是其发生的逻辑起点，私益诱导是其发生的缘起动力，技术缺憾是其发生的助推利器，制度失范是其发生的衍生路径。矫正政策移植失灵需结合民族地区和教育的双重特殊性，从政策移植主体、政策移植客体、政策移植环境和政策移植机制等4个基本结构变量入手。

Policy transfer failure,which is an existence of objective facts on the strategy of priority to the edu-cation development in minority areas,has a profound occurrence mechanism. From the process,policy transfer fail-ure is mainly characterized as blind and formalization in determining the target. From the result,policy transfer failure is mainly characterized as that transfer costs exceed innovation costs and actual effectiveness is lower than expected. In fact,policy transfer failure is the result of joint action by multidimensional combination of variables. Among them,supply and demand imbalance is the logical starting point of policy transfer failure,induced self-in-terest is the origin force,technical defect is the propelled weapon,and institutional anomie is the derived path. To correct the policy transfer failure measures should be taken to combine the double particularity of minority areas and education,starting with these basic structural variables:policy transfer subjects,policy transfer objects,policy transfer environments and policy transfer mechanism.
